The number of Members of the International Labour Organization represented at the Conference was 45. The total number of delegates was 163, comprising 87 Government delegates, 38 Employers' delegates and 38 Workers' delegates. There were 201 advisers, comprising 76 Government advisers, 63 Employers' advisers and 62 Workers' advisers. The total number of delegates and advisers was 364.

The session was attended by nearly 900 delegates, advisers and observers representing governments, employers' organisations and trade unions in 73 States Members and nine non-metropolitan territories. The total number of delegates was 270, comprising 138 Government delegates, 67 Employers' delegates and 65 Workers' delegates. There were 503 advisers, comprising 224 Government advisers, 130 Employers' advisers and 149 Workers' advisers.
