The Handbook is designed in the first place to help officials of national administrations responsible within their governments for the discharge of obligations under the ILO Constitution relating to international labour standards, by setting out the provisions laying down the procedures to follow and the practice established within the Organization for giving effect to those provisions.
Offers a detailed description of the relevant Conventions and their principles, along with specific problems encountered in their application at national level.
Describes the main content of all ILO Conventions and Recommendations which respond to current needs and makes reference to those instruments which are to be revised. Identifies the most frequent problems encountered in the application of these standards in various countries.
