The Standards Initiative: Meetings of the SRM TWG

First meeting of the SRM TWG (February 2016)

The SRM TWG met for the first time in February 2016 in Geneva.

The Office prepared two documents to facilitate the work of SRM TWG in defining its programme of work as well as by describing the terminology used to describe the status of instruments and the method used to group them. 

The SRM TWG met for four days. The meeting was attended by its 32 members and chaired by Mr. Jan Farzan (Germany).

Outcome

The report of the first meeting of the SRM TWG was submitted to the Governing Body at its 326th Session

The Governing Body decisions:

a)  took note of the report of the Officers concerning the first meeting of the Standards Review Mechanism Tripartite Working Group (SRM TWG) contained in document GB.326/LILS/3/2;

(b) approved an initial programme of work for the SRM TWG that reviewed a total of 231 international labour standards organized into 20 thematic sets of instruments grouped by strategic objective;

(c) decided that the SRM TWG would examine sets of instruments 4, 11, 13, 16 and 19 concerning all the unfinished follow-up to the instruments identified as outdated by the Cartier Working Party, in its meeting to take place from 10 to 14 October 2016;

(d) referred the maritime instruments (sets of instruments 18 and 20), to the Special Tripartite Committee established under Article XIII of the Maritime Labour Convention, 2006 (MLC, 2006), for its expert review and report to the Governing Body; and

(e) convened the second meeting of the SRM TWG from 10 to 14 October 2016.

Second meeting of the SRM TWG (October 2016)

In accordance with the decision taken by the Governing Body at its 326th Session (March 2016), the second meeting of the Standards Review Mechanism Tripartite Working Group (SRM TWG) took place from 10 to 14 October 2016 at the ILO headquarters in Geneva. 

 During its second meeting, the SRM TWG discussed the follow-up to take to the 63 instruments identified as outdated by the Cartier Working Party and made recommendations in relation to each of these Conventions and Recommendations. 

The second meeting was chaired by Mr Jan Farzan (Germany) and attended by 31 of the 32 members of the SRM TWG, as well as a limited number of advisers to support the Government members (...) Mr Alberto Echavarrìa Saldarriaga and Mr Luc Cortebeeck were appointed Vice-Chairpersons respectively by the Employers’ and Workers’ groups. 

 

The second meeting of the SRM TWG will take place at the ILO in Geneva from 10 to 14 October 2016. During this meeting, the SRM TWG will commence its substantive work by determining the follow-up to be taken to the 63 instruments, 36 of which are Conventions and 27 of which are Recommendations, that have been previously identified as outdated.

Third meeting of the SRM TWG (September 2017)

At its second meeting in October 2016, the SRM TWG decided the dates of its third meeting and made recommendations to the Governing Body concerning the instruments from within its initial programme of work that it proposed to examine at that meeting. 

Accordingly, the third meeting of the SRM TWG will take place at the ILO in Geneva from 25 to 29 September 2017 and will report to the Governing Body at its 331st Session in October-November 2017. During this meeting, the 32 members of the SRM TWG will examine nineteen instruments concerning occupational safety and health (general provisions and specific risks).

A series of preparatory documents  has been created to facilitate the work of the SRM TWG. The first group of documents are those that are intended to facilitate the SRM TWG’s review of the nineteen instruments concerning occupational safety and health (general provisions and specific risks). The second group are supporting documents.

Outcome

During its third meeting, the SRM TWG reviewed 19 instruments concerning occupational safety and health (OSH) (general provisions and specific risks) and made corresponding recommendations in that regard.

Next meetings

Taking into account other official meetings of the ILO scheduled for 2018, it was established that the fourth meeting of the SRM TWG would take place from 17 to 21 September 2018.
