"In consequence of the events of the past six years (...)  we have come to the conclusion that, if we were to follow our practice of annexing to our Report an appendix containing detailed comments upon the reports made by the countries bound by Conventions, that appendix would give a misleading picture of the situation" (p. 80 of the pdf).
