Persons with disabilities include those who have long-term physical, mental, intellectual or sensory impairments which in interaction with various barriers may hinder their full and effective participation in society on an equal basis with others. (Article 1, paragraph 2 UN Convention on the Rights of Persons  with Disabilities)

"Broadly speaking, disability inclusion refers to promoting and ensuring the participation of people with disabilities in education, training and employment and all aspects of society and providing the necessary support and reasonable accommodation so that they can fully participate" (Disability  Inclusion Strategy and Action Plan 2014-17 p.1)
